1.0 INTRODUCTION

The Chagga tribe is one of more than 133 tribes of Tanzania, located under the slopes of Mountain Kilimanjaro in the Region of Kilimanjaro - Northern of Tanzania. The word Chagga originated from word kichaka (bush). This is because people of this place were living at the bushes. The Chagga tribe is based on the solid foundations of their customs and traditions and that is what identifies the tribe. The Chagga tribble is rich in their customs and traditions which are playing a big role on cultural heritage.

2.0 THE CHAGGA CULTURAL FESTIVAL
The target and audience of the planned festival is all Chagga people, visitors, other tribes in Tanzania as well as tourists. In the first year, the target is more than 1,000 people per festival day. However, we expect the number to increase in the coming years of the festival as awareness and advertisement will have spread within and beyond Kilimanjaro Region and Tanzania borders attracting both national and global citizens.

3.0 WHY CHAGGA CULTURAL FESTIVAL?
Currently, preservation of Tangible and Intangible cultural heritage is not taking place because there is no one who is responsible to do so. In many cases, no details about the location or owners of the cultural heritage items available at Chagga places. It is too difficult to learn, inherit customs, or to get context, of a certain Chagga activity and its origin.

4.0 FESTIVAL OBJECTIVES
i. To promote a sense of ownership, pride, restoration and preservation of Tanzania’s heritage through Chagga customs, culture and traditions;
ii. To promote and celebrate Chagga cultural festival;
iii. To give people a sense of unity and belonging within a Chagga group and allows them to better understand previous generations and the history of where they come from;
iv. To promote acceptable social values, beliefs and religious practices;
v. To contribute in promoting Tanzanian domestic and international tourism;
vi. To contribute in promoting Tanzanian culture particularly Chagga and artists while at the same time celebrating Chagga culture;
vii. To contribute in reviving and preservation of tangible and intangible cultural heritages;
viii. To contribute in stimulating interest in cultural activities and create a positive perception about Chagga culture;
ix. To educate young generation about Chagga culture, customs and traditions;
x. To disseminate valuable Chagga practices, culture and traditions to other regions for the purpose of building national cohesion and unity;
xi. To promote social wellbeing and employment of Tanzanians as a result of spending by tourists and festival participants;
xii. To provide members of a community with opportunities to engage in socialization, entertainment and the establishment of social networks, which can contribute to the enhancement of community cohesion and the building of social capital within a community;
xiii. To enhance social cohesion and brotherly relations, provide a sense of citizenship, harmony as people come together to celebrate life;
xiv. To help in celebrating differences, common interests so as to unite and educate people; and
xv. Contribute to sustainability of the Kilimanjaro area by promoting awareness of the importance and practical methods of protecting the environment and actually contributing to the conservation.

5.0 FESTIVAL OUTCOMES
The Festival, among other outcomes, will contribute to the economic and social development as well as environment protection withing and beyond the borders of Kilimanjaro and Tanzania in general through:
i. Increased awareness, understanding, appreciation, respect and exchange amongst people of different cultural backgrounds;
ii. Increased number of visitors coming to Tanzania;
iii. Increased interest in local people in visiting tourist’s attraction places in Tanzania;
iv. Increased professional performances of local artists;
v. Increased interest in cultural activities by the local and international people in Tanzania;
vi. Increased social and economic benefit for local people;
vii. Increased networking amongst stakeholders involved in festival
viii. Increased sustainable practices and sustainability of the Kilimanjaro area and the mountain

6.0 INSTITUTIONAL SETUP
Maendeleo Moshi Group (MMG) is a WhatsApp Group of Chagga community established with the aim of supporting development activities within and beyond Kilimanjaro Region. Within Kilimanjaro, it will bring together people from Kibosho, Uru, Marangu, Siha, Rombo, Hai, Machame, Kirua, Old Moshi, Moshi Town, Same and Mwanga. This Group is responsible for designing, promoting, organising, supervising, raising funds, holding and generally managing the Chagga Cultural Festival. The Constitution of MMG is being developed for formal registration whereby the MMG Association will be formed. To effectively deliver this goal, MMG will form a special entity, a Non-Government Organisation (NGO), for the purpose of delivering festival activities and other designated activities as agreed by MMG members. This decision is in line with National Culture Policy’s directive that the public shall be mobilized to form associations for different aspects of culture.

7.0 CONCLUSION
As is for the many tribes in Tanzania, Chagga are also in a danger of loosing their identities following the disappearing of important customs, cultural and traditional values and norms. This has resulted in the increase of misbehaviour, indiscipline and disobedience as well as the attitude of adoring and overvaluing the Western culture and values that are not compatible with Tanzanian values and norms among the youths. These habits have led to, among other effects, the increase of the use of drugs, sexual 15 exploitation, homosexuality, improper dressing and haircutting/dressing, spread of abusive languages and many others.
